Cushing N. Dolbeare was the only staff member for the new “ad hoc low income housing coalition” she organized in 1974, which became NLIHC. She worked without pay until 1981.
Sarah Slavin in her 1995 book U.S. Women’s Interest Groups: Institutional Profiles wrote that, “Dolbeare pioneered the use of sign-on letters: letters to the president, top administration officials, and members of Congress that several hundred other organizations, including many not involved in housing, joined in signing.” (p. 386-387.
