Legislation introduced on September 15 would authorize the HUD Secretary to award grants for housing and services to elderly individuals who are the primary caregiver of a child to whom they are related.
Representative Jose Serrano (D-NY) introduced H.R. 2963, which has been referred to the House Committee on Financial Services. The bill would authorize $20 million for the program and award funds to five qualified nonprofit organizations for start-up and operational costs using a need-based competitive grant process. The grants would be distributed in FY12 through FY16.
Organizations providing specialized housing or social services for qualified caregivers would be eligible to apply for the program. Qualified recipients must be 65 years of age or older, related to the child by blood or marriage, or related to a family member who adopted a child.
