Budget Agreement Includes Repository for NHTF

The Bipartisan Budget Act of 2013, H.J.Res. 59, includes a provision that would create a repository in which Congress can deposit funding for the National Housing Trust Fund should funding become available. The bill includes section 303 of the Senate FY14 budget resolution, S. Con. Res. 8, which would create several deficit-neutral reserve funds to “assist working families and children.” One of these reserve funds is for housing assistance that could include “assistance provided through the Housing Trust Fund.” It would also support rental assistance for working families.

This reserve fund language was also included in the FY10 budget resolution. The House passed H.J. Res. 59 on December 13 and the Senate is expected to pass the measure the week of December 16 (see article elsewhere in Memo).
