HUD released three key elements of a new capital needs assessment (CNA) electronic tool which it is calling the CNA e-Tool. The August 22 release is intended to help industry partners prepare for the pending release of a fully operational CNA e-Tool later this fall.
In 2010, the President’s Domestic Policy Council initiated efforts to align policies when multiple federal agencies have overlapping activities. HUD, USDA-Rural Development, and the Department of the Treasury worked together as the Rental Policy Working Group to review policies and practices pertaining to rental housing (see Memo 1/6/12).
A CNA subgroup focused on the separate capital needs or physical conditions assessments the three agencies used. The CNA work group obtained input from a variety of stakeholders, resulting in the recommendation to create a common electronic template for assessments. The full CNA e-Tool will be a suite of interrelated tools that will allow for an automated process for preparing, reviewing, submitting, and updating CNAs.
