The Center on Budget and Policy Priorities (CBPP) and the Poverty & Race Research Action Council (PRRAC) developed a brief, easy-to-read guide explaining Small Area FMRs (SAFMRs). The guide describes SAFMRs, the benefits of using SAFMRs, and issues for advocates. The guide explains HUD’s policy requiring SAFMRs be used by public housing agencies (PHAs) in 24 metropolitan areas. It also describes how other PHAs may voluntarily use SAFMRs.
