During the week of February 10, Congress passed a “clean” bill to increase to the debt ceiling. Although some House Republicans contemplated several different actions in exchange for allowing the debt ceiling to increase, they were unable to agree to any. In the end, the House passed S. 540, the Temporary Debt Limit Extension Act, by a vote of 221 to 201 on February 11 with only 28 Republicans voting in favor. The Senate voted in favor of extending the debt limit by a vote of 67 to 31 on February 12 with several Republicans supporting passage.
Treasury Secretary Jacob Lew stated that the government would reach the debt ceiling by February 27 if Congress did not pass an extension. The last debate over the debt ceiling, coupled with the spending debate, led to the government shutdown in October of 2013.
