Fall Outlook for Congress

Congress returns to work on September 9, facing a fall of high-impact decisions around Syria, FY14 appropriations, the sequester, and the debt ceiling. This issue of Memo to Members offers an outlook for both the National Housing Trust Fund and HUD appropriations, as well as the small handful of other low income housing issues on the Congressional to-do list. A gridlocked Senate and a House with a two-weeks-in-DC/one-week home schedule will be challenged to complete the work of the people before the end of 2013.
