House and Senate Release Rural Housing Service FY14 Funding Details

The House and Senate Committees on Agriculture, Rural Development, Food and Drug Administration, and Related Agencies released their reports for the Committee passed FY14 appropriations bills, H.R. 2410 and S. 1244, the week of July 1. FY14 funding details for the Rural Housing Service programs are contained in the bill reports. The Section 521 Rural Rental Assistance Program would be funded at $1.01 billion in H.R. 2410 and $1.02 billion in S. 2410. The program’s FY13 enacted level was only $884 million. The Section 515 Rental Housing Direct Program would be funded at $28 million in H.R. 2410 and $28 million in S. 2410. In FY13 the program was funded at $30 million pre-sequestration; this program was cut by $35 million between FY12 and FY13. The House would provide $21 million for the Section 514 and $8 million for the Section 516 Farm Labor Housing programs while the Senate would provide $24 million and $8 million respectively. The President’s FY14 budget request included $24 million for Section 514, slightly above the FY13 funding level. The Administration’s FY14 request for Section 516 is $14 million, double the FY13 enacted level, and $4 million higher than the FY11 funding level. The Agriculture bills will be the first housing bills that the House and Senate consider on the floor this summer. The fate of these bills may in part determine whether it will be feasible for the House and Senate to pass their HUD appropriations bills this session as well.
