The “Credit Access and Inclusion Act of 2017” (H.R.435), introduced by Representative Keith Ellison (D-MN), passed in the House of Representatives on June 25. The bill would allow public housing authorities (PHAs), and utility and telecom companies to report payment data to credit reporting agencies. The bill seeks to help those with little or no credit build their credit scores based on a more comprehensive picture of their payment history. However, some housing advocates are concerned that the bill, as written, may have the effect of negatively impacting the credit scores of low income tenants and infringing on their privacy rights. Additionally, the bill places new administrative burdens on PHAs without providing them with additional resources or training to implement the bill.
