HUD has extended the comment period for the proposed housing counseling rule by one month (see Memo, 9/20). Comments are now due on December 12. The rule would implement changes made to the HUD housing counseling program, including a new requirement that all individuals providing housing counseling services in relation to any HUD program must pass a certification exam. HUD has also released a FAQ document in response to the proposed rule and held a stakeholder call on the proposed rule on October 25 to further clarify the intent of the rule, and specific which provisions included in the rule are statutorily mandated.
