The FY12 Appropriations Act set a cap on the amount of federal funds that can be used to pay the salaries of public housing agency (PHA) staff. PIH Notice 2012-14 specifies that FY12 funding for Section 8 Housing Choice Voucher administrative fees and Section 9 Operating and Capital Funds may not be used to pay any amount of salary to a PHA employee that exceeds $155,500. If a PHA employee has a salary greater than $155,500, the PHA may make up the difference from previous fiscal years or from other unrestricted funds. The term salary does not include bonuses, overtime, use of a PHA vehicle, or other benefits such as retirement, life insurance, or medical insurance.
