On March 1, HUD posted a six-page guide to assist public housing agencies (PHAs) participating in the Rental Assistance Demonstration (RAD) in deciding whether to convert public housing units to Project-Based Vouchers (PBVs) or Project-Based Rental Assistance (PBRA). Public housing residents and their advocates also will benefit from a better understanding of the options when their PHA applies for or undergoes RAD conversion.
The Guide presents basic provisions about PBVs and PBRAs and a three-page chart comparing 18 program requirements. For instance, regarding four key tenant provisions (no rescreening, right to return, phasing of any rent increase, and resident participation) the chart indicates that PBV and PBRA provisions are the same. However, choice mobility provisions differ quite a bit.
