On July 28, Representative Robin Kelly (D-IL) introduced a bill to expand the Rental Assistance Demonstration (RAD) from the current cap of 60,000 units to be converted to 150,000 public housing units. RAD allows Public Housing Agencies to convert their Capital Fund and Operating Fund subsidy streams to either project-based rental assistance or project-based vouchers.
The Senate’s FY15 HUD appropriations bill would expand RAD to 185,000 public housing units. The Administration’s FY15 budget request sought to expand RAD to all public housing units.
Ms. Kelly’s bill would also extend RAD through FY16, and allow RAD conversion of single room occupancy units authorized under the McKinney-Vento Homeless Assistance Act.
The bill was referred to the House Financial Services Committee.
