The Senate Committee on Appropriations also approved the 302(b) allocations for FY15 at its May 22 meeting.
The 302(b) allocations, which represent the annual distribution of budgeted funds among the 12 appropriations subcommittees, were approved by a party line vote of 16 to 14.
The Transportation, Housing and Urban Development, and Related Agencies (THUD) Appropriations Subcommittee was allocated $54.4 billion, $2.41 billion more than the House THUD Subcommittee 302(b) allocation. The Senate THUD allocation is more favorable in part due to Chair Barbara Mikulski’s (D-MD) distribution of the impact of lower than expected Federal Housing Administration receipts to other committees, rather than place the brunt of these lower receipts on the THUD subcommittee as the House did. Republicans on the Committee accused Chair Mikulski of using “budgetary gimmicks” to go beyond the previously agreed to Murray-Ryan budget caps for the year. Chair Mikulski countered that the allocations fully adhere to the limits.
