Losing Ground in the Best of Times: Low Income Renters in the 1990s

This report analyzes US Census data on the housing situation of low income renter households from 1990 and 2000. The report finds that despite improved income and housing conditions for Americans across a wide range of income levels in the 1990s, housing problems became more concentrated among the lowest income renter households and their access to affordable rental units declined.
