Congress remains on recess. Both the Senate and House will reconvene the week of September 9. There will be just nine working days in September for Congress to deal with appropriations decisions for the new fiscal year that begins October 1. Passing a continuing resolution (CR) to maintain funding at current levels appears to be what Congress will have to do.
