Honolulu's Rental & Utility Relief Program

Since 2021, the City's two sub-recipients have distributed ERA funds to qualified Oahu households that are unable to pay rent and/or utilities due to or during the COVID-19 pandemic. The City and County provide a single portal for applicants and the portal was first opened April 5, 2021.

Persons experiencing or at risk of homelessness; Elderly; Households with eviction notices; Households with rental arrears

Extremely low-income households (income less than 30% AMI); Households with eviction notices

Required for income (general), housing instability, lease. Self-attestation permitted for other financial hardship.
