“21st Century ROAD to Housing Act” Could Become Law at Midnight on July 11

President Trump has until midnight (12:00 am ET on Saturday, July 11) to either sign or veto the “21st Century ROAD to Housing Act” (H.R. 6644, “ROAD”), or the bill will automatically become law.
ROAD passed Congress with broad support from both chambers in June. President Trump cancelled a signing ceremony days after Congress passed the bill (see Memo, 6/29), and has not taken action on the bill as of the publishing of this article. Once a bill is officially presented to the president, they have 10 days to either sign or veto the bill. If those 10 days elapse with no action, the bill automatically becomes law.
NLIHC has been tracking ROAD over the last year and advocating for the inclusion of key priorities that will help households with the greatest housing needs. The final bill passed by Congress includes three of these priorities, the “Reforming Disaster Recovery Act,” the “Rural Housing Service Reform Act,” and provisions from the “Choice in Affordable Housing Act.” The overall package includes several other provisions that would directly or indirectly impact low-income households.
If the bill becomes law, there will be more opportunities for advocates to weigh in on their priorities in how many of the new and reformed programs in ROAD are administered. NLIHC will keep our network updated on these opportunities!
