In this paper we examine the various types of affordable hous- ing options and programs needed to meet the differing needs of District of Columbia residents and their neighborhoods. We refer to this full range of housing options — from emergency shelters to conventional homeownership and everything in between — as the Continuum of Housing. Within the Continuum of Housing we explore three major types of affordable housing: supportive, as- sisted rental and assisted homeownership.
