NAEH Provides Summary of ESG Notice

The National Alliance to End Homelessness (NAEH) prepared a summary of a HUD notice published in the Federal Register on June 3, requesting public comment regarding the interim Emergency Solutions Grants (ESG) program regulations that have been in effect since January 4, 2012 (see Memo, 6/8).
On December 5, 2011, HUD published an interim rule implementing changes that the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH) made to ESG, (see Memo, 11/18/11). Now HUD is requesting comments from interested parties based on their experience with the interim rule. HUD will use the comments to issue a final ESG rule. Comments are due on August 3.
In order to assist homeless service providers to understand the new regulations that HUD is proposing for ESG, NAEH created a condensed outline of the notice of the proposed regulation changes. The summary is meant to serve as a guide, not as a substitute for reading the notice.
