Office of Management and Budget definition includes counties that are located outside of metropolitan and micropolitan areas, which are counties or groups of counties with at least one urbanized area of 50,000 people or more for metropolitan areas (or 10,000-50,000 people for micropolitan areas) and adjacent territory with a high degree of integration. USDA Rural-Urban Commuting Areas include census tracts with primary commuting flows to a tract outside an urban area (UA) or urban cluster (UC).
