Washington, D.C. - "Today’s court order, issued by Judge Mary S. McElroy of the United States District Court for the District of Rhode Island, is a significant step in maintaining stability for communities and providers dedicated to preventing and ending homelessness. After issuing a preliminary injunction on December 19, the court recognized the urgency of the situation and acted to preserve the status quo, ensuring the FY24–25 Continuum of Care (CoC) framework remains in place as the case moves forward.
Continuity is essential for communities nationwide. Sudden changes to the CoC process could disrupt vital services for people experiencing homelessness and the systems that support them. Today’s ruling confirms that such decisions must be made lawfully, transparently, and with consideration for those most affected.
The National Low Income Housing Coalition brought this case to protect both the integrity of the CoC Program and the stability communities need to serve people with the lowest incomes. We remain committed to working with partners, providers, and advocates to ensure renewal processing continues and that federal homelessness resources are administered fairly, consistently, and lawfully.
