Training Institute for Tenants and Residents
The Training Institute for Tenants and Residents (TITR) is a national initiative committed to empowering renters with the knowledge, skills, and tools necessary to protect their rights, organize their communities, and influence housing policies. Through training, advocacy, and leadership development, TITR equips tenants with the resources they need to take meaningful action and create lasting change. By strengthening tenant power, TITR works towards a future where all renters have access to safe, stable, and affordable housing.
Here are our Strategic Goals:
Tenant Education & Legal Empowerment
- Educate tenants on their rights, responsibilities, and legal protections.
- Provide training on how to fight unfair evictions, rent increases, and housing discrimination.
- Ensure equitable access to legal support and advocacy tools for all renters.
Leadership Development & Movement Building
- Train tenants to become effective leaders and organizers in their communities.
- Offer mentorship and technical assistance to strengthen tenant-led movements.
- Promote equity and inclusion by ensuring diverse voices lead housing justice efforts.
Policy Advocacy & Legislative Reform
- Equip tenants with the skills to influence local, state, and national housing policies.
- Train tenants to engage with lawmakers, testify at public hearings, and push for stronger protections.
- Advocate for policies that prevent displacement and ensure long-term affordability.
Community Organizing & Power Building
- Support tenant unions and grassroots movements to build collective power.
- Provide tools and strategies for tenants to negotiate with landlords and demand better housing conditions.
- Build strong coalitions to create systemic change in housing policies.
Financial Stability & Economic Justice
- Offer financial literacy training to help tenants achieve long-term stability and independence.
- Connect tenants with resources for financial assistance, job training, and housing support.
- Advocate for cooperative housing, rent control policies, and other sustainable housing models.
Fundraising, Sustainability & Growth
- Provide training on sustainable fundraising strategies, including grassroots fundraising, grants, and donor engagement.
- Sharing strategies for securing funding to support tenant-led advocacy organizations and movements.
- Equip tenants with the skills to utilize available resources to fund and grow their initiatives effectively.

TITR envisions a future where renters are recognized as key decision-makers in housing policy, where their voices influence laws and regulations, and where no one is displaced due to unjust housing practices. TITR is dedicated to shifting power from landlords and developers to the renters who build and sustain communities.

Training Institute for Tenants and Residents Pilot Launch
NLIHC is piloting a Training Institute for Tenants & Residents. The April 23rd webinar highlighted why an initiate like this would be a resource designed to empower tenants and residents with the critical knowledge and tools they need to advocate for safe, stable, and affordable housing. Facilitated by Tenant Fellow Dee Ross, this webinar will feature speakers with lived experience, who will share their insights and explain how the Institute will serve as an essential resource in the fight for housing justice.

Organizing 101: Community Organizing & Power Building
This session will teach Tenants and Residents to build collective tenant power by supporting unions, negotiating with landlords, and pushing for better housing conditions. During this session, we aim to equip participants with the tools to organize effectively, form strong coalitions, and drive lasting change in housing policy.
Fundraising & Sustainability 101
This session will teach sustainable fundraising strategies, such as grassroots campaigns, grant writing, and donor engagement. Participants will learn how to secure funding, grow tenant-led advocacy efforts, and effectively use resources to support long-term impact.
Marketing & Branding 101
This session will teach participants how to craft powerful messages, build a strong brand, and amplify the voices of tenant-led movements. Our speakers will teach you the best tips and tricks for using social media, storytelling, and visual identity to raise awareness, attract support, and grow your impact.
