HUD Releases Research Roadmap

HUD recently released the Research Roadmap, a five-year plan (FY14-FY18) for research. The plan is the result of a comprehensive process that began in October of 2011, and involved extensive outreach to external and internal stakeholders. To gather ideas, HUD set up a public website, held nearly fifty small group “listening sessions,” and held a research agenda conference. Through this process, participants identified research questions most relevant to HUD’s four strategic goals, as identified in HUD’s 2010-2015 Strategic Plan. The first goal identified by HUD is strengthening the nation’s housing market. Under this goal, project proposals include assessing the effectiveness of mortgage modifications, studying shared equity ownership, and assessing the impact of the foreclosure crisis on HUD programs and rental market. The second goal identified by HUD involves meeting the need for quality affordable rental homes. This project area includes developing an approach to gather data on housing quality within the Housing Choice Voucher Program (HCVP), assessing landlord behavior in the HCVP program, evaluating the lease-up process among voucher holders, and evaluating Moving to Work, the Rental Assistance Demonstration (RAD) program, and the Small Area Fair Market Rent Demonstration Project. The third goal involves utilizing housing as a platform to improve quality of life. This category of projects will include the development of a youth Point-in-Time count method, measuring the demand for supportive housing among elderly households, and a Homelessness Prevention Demonstration program.The fourth category of projects aligns with HUD’s goal to build inclusive and sustainable communities. This will include an evaluation of the Choice Neighborhoods grant program, and a study of how HUD subsidies affect the energy consumption behavior of both landlords and tenants.In addition, several cross-cutting projects are a part of the Research Roadmap, including improving post-disaster community recovery efforts, and expanding a study of tenant characteristics. Finally, the Research Roadmap includes several proposals to improve data collection. One of these projects will examine matching HUD tenant data to the American Community Survey (ACS).
