More Than 76,000 Units in Applications for RAD Conversion

HUD reports that as of October 25, 2013 it had received 459 Rental Assistance Demonstration (RAD) conversion applications that could affect more than 76,000 units of public housing and Moderate Rehab housing. Under RAD, PHAs can switch per unit assistance from traditional public housing Capital and Operating Funds to project based vouchers (PBV) or Section 8 project-based rental assistance (PBRA). A November 4 RADBlast email indicates that 21,097 units have received an initial approval to make the switch, called a Commitment to Enter into a Housing Assistance Payment Contract (CHAP). Another 55,000 units still being reviewed by HUD. Congress authorized conversion of 60,000 units by September 30, 2015. HUD encourages public housing agencies (PHAs) to continue to submit applications because not all applications with a CHAP are able to meet the next steps in the process, such as finalizing a financing plan.HUD’s FY14 budget request seeks to expand the demonstration to 150,000 units.There is a second RAD component targeted to private owners of Rent Supplement (Rent Supp), Rental Assistance Payment (RAP), and Moderate Rehab (Mod Rehab) properties seeking to convert to PBV. As of September 30, 2013, more than 8,000 units in 75 projects were approved for conversion.
