The Housing and Disability Advocacy Program (HDAP) was established in 2016 to assist California residents experiencing or at risk of homelessness who are likely eligible for disability benefits by providing advocacy for disability benefits as well as housing supports. HDAP is a locally administered program; funds are awarded to county social service agencies and eligible tribal entities within California (grantees). Counties and tribes in coordination with contracted service providers are expected to provide outreach, case management, benefits advocacy, and housing assistance to all HDAP clients. Eligible individuals include those experiencing homelessness or at risk of homelessness and who are likely eligible for disability benefits as defined in Welfare and Institutions Code (WIC) sections 18999 - 18999.6. Additionally, HDAP operates in accordance with Housing First.
