Indiana Housing First Program
The Indiana Housing First Program was established through state legislation in 2017 to increase housing stability for individuals and families with a serious mental illness or substance use disorder who are exiting a residential treatment program or facing a housing crisis. The Program offers tenant-based rental assistance and supportive services to eligible households.

Persons experiencing homelessness or at risk of homelessness; Individuals who are medically vulnerable; Individuals who are exiting a residential treatment program
Required for housing instability, verification of qualifying diagnosis. Self-attestation permitted for zero, self-employed, or non-traditional income, housing instability.
Program covers rent above 30% of tenants' adjusted income, up to payment standard not based on local Fair Market Rent
