The Vibrant Community Initiative (VCI) combines multiple funding sources to support local or regional transformational community-based projects including affordable housing and community and/or economic development components. All VCI-funded projects must include an affordable housing component. Funding for VCI can include funds from the Virginia Housing Trust Fund, as well as a portion of DHCD’s federal CDBG and HOME allocations.
