First implemented in March 2020, the Vermont Housing Improvement Program (VHIP) provides grants to private property owners to bring units that are vacant due to code compliance issues back online to serve households who are exiting homelessness or being resettled by a refugee resettlement agency. The Program also allows for creation of accessory dwelling units. All units created must be rented at HUD Fair Market Rents for a minimum of 5 years.
