Congressional Progressive Caucus Unveils New Legislative Agenda

The Congressional Progressive Caucus unveiled its “Progressive Proposition Agenda” on April 18. The domestic policy legislative agenda outlines comprehensive policies to deliver equality, justice, and economic security for low-income people, including through robust investments to address the affordable housing crisis.  

The Progressive Proposition Agenda includes several of NLIHC’s top priorities, including ensuring universal rental assistance for all eligible households, expanding and preserving the supply of rental homes affordable and accessible to people with the lowest incomes, and strengthening and enforcing renter protections.

The agenda includes:

  • Enacting $250 billion in affordable housing investments, including guaranteeing Housing Choice Vouchers for all eligible households, addressing the public housing capital repair backlog, and investing in the national Housing Trust Fund.
  • Ending homelessness by permanently authorizing homeless assistance grant programs, promoting the evidence-based Housing First model, providing funding for outreach and case management, and expanding eligibility for U.S. Department of Veterans’ Affairs homelessness programs.
  • Protecting renters by prohibiting landlords from discriminating against tenants, prohibiting discriminatory screening practices in the housing market, protecting organizing tenants from retaliation or evictions, and ensuring multifamily housing properties under FHFA’s oversight include anti-rent-gouging protections and “good cause” eviction standards, among other actions.
  • Codifying HUD’s Affirmatively Furthering Fair Housing (AFFH) rule to overcome segregation, eliminate disparities in opportunities, and foster inclusive communities.
  • Increasing the supply of affordable housing by eliminating the Faircloth Amendment to allow for needed expansion of the public housing stock.
  • Greening public housing by financing weatherization and energy efficiency upgrades.
  • Cracking down on private equity and hedge fund acquisitions in rental housing.
  • Establishing an Affordable Housing Acquisition Fund to prevent the loss of viable rental options in the wake of an economic downturn.
