NLIHC Releases New Resource on Bipartisan “ROAD to Housing Act of 2025”

NLIHC released a new two-page explainer of key provisions of the “ROAD to Housing Act of 2025” (S. 2651), a broad, bipartisan housing package introduced by the Senate Committee on Banking, Housing, and Urban Affairs Chair Tim Scott (R-SC) and Ranking Member Elizabeth Warren (D-MA). The bill passed out of committee unanimously on July 29 and will need to be passed by the full Senate and the House of Representatives before it can be signed into law.  

The bill includes several of NLIHC’s priorities, including the “Reforming Disaster Recovery Act,” the “Rural Service Reform Act,” the “Reducing Homelessness through Program Reform Act,” and two provisions from the “Choice in Affordable Housing Act.” However, NLIHC has specific concerns about two provisions of the bill related to expanding the Rental Assistance Demonstration (RAD) and Moving to Work (MTW) programs. Since passing the Senate Banking Committee last month, Chair Scott introduced the bill as an amendment to the “National Defense Authorization Act for Fiscal Year 2026” (NDAA; S. 2296), which authorizes programs and policies for the Department of Defense. Adding legislation to the NDAA or other “must pass” legislation is a common practice, allowing bills to move more quickly through the legislative process. NLIHC will continue monitoring “ROAD to Housing Act” progress as it advances through Congress.  

NLIHC recently joined a sign-on letter led by Up for Growth to Senate Majority Leader John Thune (R-SD), urging him to quickly bring the “ROAD to Housing Act” to the Senate floor to keep up the bill’s momentum.
