RAP is a state-funded program that provides housing assistance for people receiving services through the Division of Behavioral Health for a mental illness and/or a substance use disorder in order to be identified as eligible for assistance. RAP funds are used for one-time assistance (OTH) or Project-based rental assistance. OTH payments restore housing stability by paying off rent and utilities in arrears, or by paying move-in costs such as security deposits and first month’s rent. Recipients must have enough income or a rent subsidy that allows the household to rent independently after the assistance. Project-based rental assistance pays rent costs for households participating in various statewide mental health agencies’ supportive housing programs. These households either live in apartments owned and operated by the partner agency and receive support services from that agency; or they participate in structured support service programs that include housing support.

Program covers rent above 30% of tenants' adjusted income, up to payment standard based on local Fair Market Rent
