Arizona's Housing Trust Fund (HTF) was established in 1988 by the Arizona State Legislature to provide a flexible funding source to assist in meeting the housing needs of low-income families in Arizona. This resource may be utilized for housing development in the form of GAP financing, as well as housing assistance programs for which no federal resources exist, such as funding for homeless shelters, transitional housing, eviction prevention, rapid rehousing, and other innovative activities.
