Extremely Low-Income (ELI): At or below the poverty line or 30% of area median income (AMI); Very Low-Income: ELI to 50% AMI; Low-Income: 51%-80% AMI; Middle-Income: 81% to 100% AMI; Above Median Income: Over 100% AMI.

Severely Cost-Burdened: Spending more than half of income on housing and utilities.
