NLIHC Trains West Virginia Community Members in Organizing

Jan 23, 2026

In his new role as NLIHC Manager of Training and Innovation, Billy Cerullo joined 20 community members at the Mercer County 4-H Camp this fall to discuss tangible ways to build tenant power for increased tenant protections across West Virginia. The convening was organized by Valeria Steele, a community leader known for her work in organizing her neighbors at the Elk View Mobile Home Park amidst deteriorating park conditions and simultaneous rent hikes.

The convening started with an activity asking participants to envision their ideal world for housing. The group then explored a central question, “What would it take to realize that ideal world?”

Following the discussion, Billy led an in-depth training on the fundamentals of community organizing. He broke down core concepts such as power and self‑interest and walked participants through a practical roadmap for designing and executing strategic, effective organizing campaigns. The discussion placed special focus on building a broad and durable base of support—an especially timely topic as Valeria and several local organizations prepare to launch Home Justice, a brick‑and‑mortar collective that will provide direct services and advocacy support for local residents.
