On Tuesday, June 10, NLIHC hosted a National HoUSed Campaign Call to discuss the implications of recent federal appropriations and reconciliation processes for federal housing programs and their beneficiaries. First, NLIHC’s Senior Director of Policy Kim Johnson clarified the differences between appropriations, an annual budget process that includes funding for HUD, and other critical programs; and budget reconciliation, a special legislative procedure to pass partisan legislation. Next, the National Housing Law Project’s Deputy Director Deborah Thrope and Senior Staff Attorney Parisa Ijadi-Maghsoodi introduced their legal memo on the rights of Emergency Housing Voucher (EHV) recipients in light of projections that EHV funding will soon run out. While the impact of this expiration on EHV recipients is still unclear, the memo outlines several possible outcomes based on precedent, Housing Assistance Payment (HAP) contract regulations, and tenant rights to due process. Laura Brennan, Senior Policy Manager for the National Health Care for the Homeless Council, shared how reconciliation provisions will impact health coverage for people experiencing homelessness, increasing homelessness and worsening health outcomes. Finally, Kim Johnson provided updates and next steps regarding President Trump’s FY26 budget request, which includes major cuts to key HUD programs.
