On November 25, NLIHC hosted a HoUSed campaign national call to address HUD’s fiscal year (FY) 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) and the proposed “public charge” rule.
NLIHC Senior Vice President of Policy David Gonzalez Rice moderated the webinar and provided a federal policy update. Adriana Cadena, executive director of the Protecting Immigrant Families (PIF) Coalition, discussed the recently proposed “public charge” rule from the Department of Homeland Security (DHS), its impact on immigrant families, and advocacy opportunities. Steve Berg, chief policy officer at the National Alliance to End Homelessness, reviewed HUD’s FY25 CoC NOFO and the harmful impact it will have on federal homelessness funding and the individuals who currently receive assistance through the CoC program. Samantha Batko, senior fellow for housing and communities at the Urban Institute, presented new resources on how the NOFO will affect states’ responses to homelessness. Brooke Schipporiet, NLIHC Senior Director of Field Strategy and Innovation, concluded the call by sharing opportunities for advocates to take action.
A recording of the call and the presentation slides are now available. Register here for NLIHC’s next HoUSed campaign national call on January 13, 2026, from 4:00 pm to 5:00 pm ET.
